Seven Sanctuaries

Within the limits of the Sanctuary zones, anyone who has met with a violent/unnatural death is restored to life at dawn the next day.   Magic is basically ubiquitous. Everyone has the capacity to perform what's considered basic magic. They aren't even considered "spells" as such. "Spells" require preparation and external components. Baseline magic abilities are simply considered talents.
