The government of Golryon is convicted of war crimes and a majority of those within it removed. Beginning drafts of the Arcane Congress form, as a parent of the Arcane Conservatory, which itself is purged. It is an organization that is made to resolve disputes between the Runic Houses, the states across the Bay and Jeria, and perhaps beyond. It does, however, struggle to even come together and be ratified by all member states, and it is a number of years before it has any true presence in the Bay... besides being a reason for peace.
The main towers of the Arcane Conservatory break free of the earth and move into the sky, and form a place where the Houses can resolve their squabbles, as well as a reponse-team to extra-dimensional and cosmic events. They deal with governments fairly, and help the leaders of Golryon understand magic.
