Cliffmere

Cliffmere is the Capitol of the free peoples of Arendell and is therefore not subject to the rule of any kingdom. It is the major port on the continent and populated by nearly 70,000 inhabitants, making it the largest city on Arendell Like any true capitol city, Cliffmere has many factories and is home to all manner of craftsmen offering every ware possible and one can even find the occasional con-man or shady dealer. The city is also home to numerous banks and even has a zoo. The thick city walls may be a relic from the Dark war but they have never been breached, as they were tactfully designed by the architects of the Shadowspear Corps of Engineers.
Like all of the cities on Arendell, Cliffmere is inhabited by an unusually colorful group of both permanent residents and those in town on long and short-term visits. Most eye-catching amidst the throngs of common townsfolk, stall-keepers, and craftsmen are those practicing the more roguish professions. There is no army in the city but it does have a secret service, an ever-present Umbra Guard, and a powerful Umbra Fleet.

Government

Cliffmere is the seat of government fot all of the settlements of Arendell. Elected representatives from each town form a committee to make policy on all walks of life on the continent. However while on the surface the free peoples of Arendell may seem like a true democaracy, a large amount of infulence is held by a group known as the Shadow hand, which is made up of individuals decended from inhabitants of the city during the Dark war.

Defences

For a significant period of time now the free peoples of Arendell made the decision not to maintain a standing army but instead rely on a volenteer milita that can be called when needed. The most formiddable forces free peoples of Arendell milita are the Umbra Guard, and the powerful Umbra Fleet. Funded by many of the wealthy orginial families of Cliffmere much of the equipment used by Umbra forces are old shadowspear technology from the Dark War.
