Vārtāgulan

The Vārtāgulan, also known as the Nāgya Academy, serves as the central administrative building, primary educational institution, and sole healthcare provider for the Rasp. It is a structure that houses most of the social services for the Rasp but is first and foremost the seat of the city's Nāgya-run government.

Purpose / Function

The Vārtāgulan serves many purposes but is first and foremost the seat of the Rasp's government. It is the Ontāgul's place of work and it is where the Nāgya elders meet—be it in private or with representatives of the public—in order to discuss the affairs of the city.   Though originally meant as solely an administrative building, the lack of readily available materials, expense of building, and inadequate infrastrucutre of the Rasp meant that the Vārtāgulan has needed to simultaneously house the city's small police force in the basement, the only clean emergency room and hospital staffed with healthcare workers around the clock in the rear, and a handful of classrooms where the chlldren of the Rasp can receive an education in the west wing. The administrative offices, conference room, and town hall are crammed into the east wing, where so far the limited space has not presented a problem, but likely will as the city's economic situation improves.

History

Before the arrival of the Nāgya in the Rasp, the city had no formal government and was instead separately governed by a handful of factions with competing interests. With the assistance of the largest faction, the Church of the Silent Ascension, the Nāgya were able to establish some form of order but it quickly became apparent that there would have to be a structure built to symbolize the creation of the new government.   Pooling their resources, the Nāgya were able to secure the materials and labor necessary to construct the Vārtāgulan, fully intending that the structure would be used solely as an administrative building. Unfortunately, the economic situation of the Rasp made securing further building materials difficult. Coupled with the woefully inadequate infrastructure of the city, it was decided that the social services the Nāgya intended to implement could not be delayed.   To that end, the Vārtāgulan was divided into a number of sections that could house the services the Nāgya deemed most vital. Though this state of affairs has persisted for a number of years, the Nāgya government fully intends to move the existing services into better accommodations once the city's economic situation has improved to the point that the government is receiving enough revenue to invest in infrastructure.
