Lapuiin

Lapuiin is often described as the second city of the Dales, being the largest and most populated city in the Dales other than Emberdale itself. The city lays close to the banks of the Tula River and has roots back to the migration era, it was particularly in the modern era, post-fall of the Brynic empire, that Lapuiin began to grow rapidly as people migrated from the rural settlements of the Dales to the cities. The city itself has seen a rapid decline in living conditions since that time, despite having once been a prosperous and extravagant city of trade and architecture, it now had become dilapidated and filled with crime-ridden slums. After the Runic invasion of the Dales, Lapuiin has been the base of operations for the occupying Runic forces, rather than setting up in the proud capital of the Dales where their presence might provoke too great a sentiment of outrage and bitterness, they are instead quite happy to remain in Lapuiin where the crime situation allows for harsher methods of rule and easier climates to hide dirty deeds, allowing the puppet Duke to remain in Emberdale.
