The Dwelling is the name given to the outside and ground level environment of
The Divided City. Those that live in the Dwelling are colloquially referred to as
Dwellers.
Districts
The Dwelling, much like the
Rises, is split up into numerous districts. Each of the districts of the Dwelling are generally centred around elevators that serve as transitory points between the Rises and the Dwelling, and partitioned by the various buildings and the roads that weave between them. Whereas the districts in the Rises are divided for the most part by economic impact, the districts of the Dwelling are generally speaking of less significance, and as such, borders between the districts are often in a constant state of flux. Most of the districts are controlled by various criminal organisations, such as
The Syndicate, and the names of each of the districts serve merely as a way for these organisations to keep tabs on and lay claim to their territory.
Although there are no travel restrictions per-se amongst the Dwelling, civilians from a certain district will rarely travel outside of that district unless they have need, for reasons such as work. This is often due to the high rates of criminal activity in the various districts of the Dwelling, and in some districts it is not uncommon for residents of other districts to be very unwelcome.
Travel
For the most part, travel between each of the districts of the Dwelling is fairly simple, albeit possibly time-consuming. Each of the districts are connected via a series of bitumen roads that serve as a way for vehicles, both public and private, to move around the city and also out into
The Scraps. Dwellers who can afford to have their own form of private transportation often do, commonly in the form of either a car or motorcycle, and for those that can't there is a network of buses that serve to help transport civilians around the city. Dwellers very rarely have access to personal flying vehicles like
High Risers do, and for the most part it is illegal for a Dweller to own one without the proper registration.
