Testial Empire

12000 years ago the Rift brought humans into the world however they weren’t the only race to be sprung forth as Dragons also appeared. The humans were inducted under the already well establish Elvish Imperium which mistook the race for a new species of elf. The during this time the Elven High God Craven Skyrim XI sat on the throne of Imperium. The elven people taught the new race how to survive and together the humans and elves were able to survive the Dragon Crisis.   After the Dragon Crisis ended it was reviled by the High God Craven Skyrim XI that the new race was not elves but instead a race known as Human. Shortly after this revelation the human and elven populations started to contend for land and rights over the other. Humans being the magically attuned and more adept at war led many of the Elven council to view humans a credible threat should they ever revolt. This led to heavy prejudices against humans gaining political rights and having a say in any level of government.   Slowly the division sparked animosity and distrust between the two people. Human populations started to rise and the growing unrest lead to many believing that civil war was imminent. As racial tensions in the Elvish Imperium grew to an all-time high, High God Craven Skyrim XI called a meeting with the leaders of the human rebellion. During which the High God forged a new pact with the humans known as the Treaty of White and Gold.  
The Treaty of White and Gold would allow humans to expand westward to the desert land where they can create their own settlement. The settlement would be under elven supervision until several criteria were met. The High God also gifted humans with the Jewel of the Unending which would be essential for settling in the desert lands.   The Testial Empire is the largest human kingdom to the west of the Elvish Imperium. The country is ruled by an Emperor whose title is Player One which is an individual that is chosen by the Jewel of the Unending. The current ruler of the Testial Empire is Player One Yashua Julian Mcnare Keith V and his wife Empress Sophia Delihanda Keith.   The loosely connected Testial Empire is divided in to four major groups. The first is the Imperial Court which is composed of Player One and his ministers. The Blood-Born which are the closest and most loyal Lords; nobles, kings to the Empire. Next is the Humbled which are Individuals that were once hostile towards the empire but were defeated in battle and were forced into either a treaty or subjection. The final group are the Unbonded which are people that reside within the borders of the empire that share no affiliation with any of the groups.  

Territories

The Testial Empire is divided into 24 territories ruled by various rulers that all pledge fidelity to Player One and the Empire. These territories are given freedom to self-rule while as long as they also follow the Imperial Law. These Laws forbid any warring between territories and requires that all territories allow for free trade and aid in defense should outside invaders overrun a territory.

Structure

The Testial Empire is a grouping of loosely connected kingdoms, city states and province’s owned by various rulers, committees and governments. These governments have either by force or necessity pledged their rule under the influence of the Empire and Player One.

The most valuable asset within the Testial Empire is the Jewel of the Unending Spring which makes up for 24,000,000,000igc to total asset value in the empire.

Demography and Population

Race in the Testial Empire

The Testial Empire is more tolerant of other races than the Elvish Imperium. While some races are generally seen as untrustworthy the general consensus is that foreigners that haven’t proven themselves to be dangerous are permitted. These individuals will have to follow the laws regarding non-human in the territory they reside in. These individuals may become citizens of the territory but can not become citizens of the empire this means that while they are subject to imperial laws they are not protected by laws like citizens.   If they are killed during conflicts, enslaved, imprisoned, or discriminated against the empire will not assist in any way. This places them at the mercy of the territory as to how they are treated. While it is illegal to enslave Citizens of the Empire or Imperium, indentured servitude is allowed to pay off debts. At the same time non-human or elven races can be enslaved and in some territories are actively pursued by slavers.   There are two races that are exceptions to the rules regarding non-humans as citizens; those are the faerie dragons which live in Dunefal and have become familiars to several prominent families throughout the empire. They are amongst the most well-respected races. Also gaining a place as a well known and respected race are the cynocephali or “dog-folk” who were nomadic people that lived in the Testial Desert. They were also known as Desert Guardians as they helped humans colonize the desert lands teaching them how to survive. Members of the race even have seats in the legislation in the Blood-Born faction.   Other races that reside in the Empire are the orcs of Raven Forest which is a small group that are permitted to live in shanties along the border and usually work as laborers and hunters. Dragon-tails are common slaves around the empire as they have low intelligence and were bred by the sand orcs to be submissive. The noppera-bo live in the southwest regions of the empire, usually in wooded areas. They are generally seen as harmless though are not permitted in villages or towns due to their unsettling nature of scaring people.   The vanara are well-known traveling merchant monkey-men from Vinisar. They are seen as swindlers that target gullible people to make money with shoddy goods. While they are banned from several territories in the empire they are generally left to their own devices. Surprisingly, they are seen as a good omen if you see them in your travels. Next is the kodama which are rare creatures sometimes found living in trees. These creatures will aid orchard farmers in taking care of their trees. They are known as the Spirits of Harvest to many farmers around the Testial Empire and are often cared for as an essential livestock. Because of their usefulness in creating bountiful harvests, they are valuable and are often hunted by trappers and sold on the black market.   Hostile races that reside in the empire despite efforts to eliminate them include ghouls, skinwalkers, vampires and smokeless ones. These races are considered dangers to humanity and are hunted down by the Empire and conquistadors. While the ghouls inhabited the Testial Desert before humans colonized other races migrated from other areas seeing humanity as easier prey.

The Testial Empire’s total estimated human population according to official Imperial records is 3,768,425 in current day. This figure includes all 24 territories and the capital city Dunefal. The current fertility rate is estimated at 2.4 children per woman, which is above the replacement fertility rate of approximately 2.1.   Male Life Expectancy 60.2   Female Life Expectancy 62.1  

Cynocephali

The total estimated population of Cynocephali according to the official Imperial records is 878,257 in current day making them the second most populous race in the empire. This includes all 24 territories and the capital city Dunefal. The current fertility rate is estimated at 3.3 children per woman, which is above the replacement fertility rate of approximately 2.9.   Male Life Expectancy 46.7 years   Female Life Expectancy 48.8 years  

Elf

The total estimated population of elves according to the official Imperial records is 205,562 in current day. Making them the third most populous race in the empire. This number includes all 24 territories and Dunefal the capital city. The population of elves has been steadily declining, decreasing 3.2% over the past calendar year. Fertility rates are unknown for elven women.   Male Life Expectancy 700 years   Female Life Expectancy 725 years  

Faerie Dragons

The total number of Faerie Dragons in the empire according to official imperial records is 2,175 in current day. All further information on faerie dragons have been classified and not publicly disclosed.  

All Other Races

There are an estimated 454,254 minority races not counted individually within the empire. These include orcs, vampires, smokeless ones and hostile races that illegally enter into Empire territory.  

Summery

The total population including all recognized races according to official imperial records is 5,308,673. This number includes all territories and Dunefal the capital city. The Testial Empire is seeing a 1.9% increase in total population as of the past full calendar year. Increased standard of living and tolerance of nonhuman races are leading to hire immergration rates. The decrease in elven populations is completely offset by the influx of new settlers.

There are fourteen major currencies in the Testial Empire with the Imperial Coin being the most valuable and rarest of the coins. Other than the pure gold Imperial Coin each of the other major currencies have varying value and denominations. Each territory also has a mage ritual which places a magical stamp which prevents forgery or the melting of a coin to turn it into another territories currency.   The majority of these currencies use different metals for different denotations. For example, nickel coins are among the lowest ranked coin. While one mithril coin is more valuable than 175 gold coins. Several territories have implemented a paper bank note as it's offical currency.
Legislative Body
Testialian imperial law is created in the parliament which is divided into three groups which convein to vote on imperial law. The Imperial Court which consist of Player One and his/ her Ministers, representatives from the Blood Born, and representatives from the Humbled. Once a law is proposed by any member of the groups it must pass by fair vote through the parliament. If majority votes against the law, it is not passed and must be rewritten before it can be proposed again.   Different regions have different means of passing laws whether it through vote, ministers or committees or by a monarchy is dependent on the ruling faction of the territory.
