The Imperial Senate

Few bodies in the Magistrate represent the idea that all the nations of the empire are equal than the Imperial Senate.
Each nation under the control of the empire has the option to provide members to the senate to repersent its interests, although each nation bares only a singular vote.
It has strong connections to the House of Scribes and the Occularium. Which are organizations meant to assure that their policies are properly implemented.

Structure

The Phoenix Emperor holds the power to multiple votes, serving as both the Emperor and the king of Arcadia. In the cases of ties he serves as a tie breaker. In any cases they can as mediator for the debates between the council.
In the cases of the Emperor is indisposed or unwilling roles are divided into the Awûm of Arcadia and the voice of the senate. The Awûm of Arcadia or the speaker of Arcadia shall take the vote as the nation of Arcadia, it must always being one who was been born with in the city state. 
The Voice of the Senate will take control of mediating debates and assuring that the debates and arguments. They also declare the results of votes.

Culture

All nations choose there senators in different methods although there are some common variations. These have often resulted in some degree of factionallism
With nations who hold stronger nobility, those chosen for the position of Senators are often the younger sons and daughters of royal families, who will never inherit their families titles but could still have a role to play outside political marriage.
Some lands though elect members or hold a lottery from a select group.

The Senate is meant to propose, debate, and pass the various laws and resolutions that will effect the Magistrate as a whole.
