Belthius The First

Phoenix Emperor Belthius Phoenician (a.k.a. The Quill Swordsmen / The Chain Breaker)

Belthius Phoenician was a weak man to many, born a weak sickly child who would never develop much. He turns to the study of law, science, and the arts from then on. Many would see him as little more than another emperor who would not make much of his rule. As he grew later in life many feared that he would go on without an heir, being the descendent able to draw the most direct bloodline to the first emperor, his heirs would be the one to take the throne. No other with bloodline even carried the name Phoenician. In his dying days, he would enact an Edicts of Renewal, an ancient rite, and gave magi a freedom that they had not know for many years. The Empire was thrown into disarray overnight and yet there Emperor passed from the world, never living to see what he threw the world into.

Personal history

Belthius was born the oldest child of him and his twin, Balih. They were sick children who suffered from their earliest days. An outbreak of Sombre Cough would claim Balih. Many thought Belthius would die as well when a particularly harsh winter came. It would claim his mother and yet he lived. Such is the life of Belthius Phoenician, he was the Phoenician who would live.   His fathers and cousins would find their lives ended in rebellion, poison, sickness, and tragedy. At merely the age of 11, with none in a position to take regency, the child was crowned as The Phoenix Emperor. One of the youngest emperors the Magistrate has never known, and while some might have thought to abuse his inexperience, the child emperor was more than most expected. Weak of the body, he grew strong of mind even if at times indecisive. He would through his reforms of its laws refurbish the infrastructure of the empire and bring it into an era of prosperity.   He would help bring about an era of peace among the empire, being a lord who worked with an endless number of diplomats and scribes to barter an endless number of deals, treaties, and accords to keep the nations of the Magistrate from fighting one another. While it was not perfect, there were still small conflicts, but the majority of the conflicts where small scale in nature. He had managed to keep the empire from bleedings its men for thirty years and brought an age of prosperity.   At a time where there was fear at the dying bloodline, there was hope for the empire in the form of Celine Preslin, a Tethrian noble girl. The two would court each other for many years and if the rumors of their relations were true, the bed chamber of the crown was not always silent at night. The two though would never be seen taking their relationship further though and despite the demands of nobility around the world he would never court or have relations with another women, even as it looked increasing likely he would die without an heir.   On his death bed he laid down one of the few Edicts of Renewal that the Magistrate Emperor's ever enacted. It fundamentally changed the laws of the empire granting far more freedom Magi than they had seen in many lifetimes. He enacted it on his deathbed and for this reason many denied the order, claiming madness was taking him, but ancient laws would not be ignored for law above all else was held in high respect in the empire.

Motivation

He wished to prove himself as a worthy in comparison to his ancestors, uncles, and so on. To prove that despite his weak birth and diminutive stature he could be remembered by history better than them. Even if it meant destroying legacies of war and show that he could do what they did, but better. He could do everything they could and he does not need strength.

His mother died in his youth and many of his family would die through his life, which caused the distant family to stay away from him, seeing him as a cursed child. He although loved by his father Alexandus the Fifth, the two never had much in common besides a love of strategy. The two were said to play chest for days, though his father was always saddened that Belthius never fought with strength of arms as much as mind.
