Grand Council of Thorlenth
The elders of each Druidic circle make up the Grand Council of Thorlenth. Charged with leading both The Unified Territories of Laendil and The Emerald Enclave, the High-Druids are charged to serve their stations justly and honorably. The Druidic Circles currently considered standing members of the Grand Council of Thorlenth are Arctic, Coast, Desert, Forest, Grassland, Swamp, and Mountains. Although the Circle of Moons commonly liaises with the Grand Council and is consulted on matters of trade, security, and justice, they are not considered to be a standing member and do not have full representation.
Structure
The Council is equally run by the various High Druids from each circle. When called into a full session the Speaker of the Council is determined via a rotational basis. Most matters require a unanimous vote resulting in a governmental body that is extremely conservative and slow to react.
Public Agenda
The primary agenda for the Council of Thorlenth is to maintain the natural world and ensure that all lifeforms within the borders of Laendil are provided a safe home.

Recent actions taken by former members of the Circle of the Coast have raised questions about a potential probationary status for the Circle, though no official decrees have been made by the Council.
Liaison
The Circle of Moons is not considered a full member of the Grand Council but does commonly provide a liaison for matters concerning security, trade, and justice.
