Arkhelium (ark-hell-ee-uhm)
Arkhelium is the metropolis capital of Kethaa Empire with a territory hungry to expand under the rule of a paranoid and long standing Crown, Romaine Bertelemi Kethaa. It's the home of wealth and accumulated resources as supplied across the territory by other settlements making it a be all end all of experiences and potential.
Demographics
Population is distributed by wealth based class and some districts according to profession.
Common Races: Humans, Elves, Swivets, Dhargen and Animalians
Other Races: A city so large most all others are present
Absent Races: Doka from the enemy Eixidor territory and Stygvens
Monster-kind may be around as well as long as the legal means are followed, usually with the aid of non-monster races. Even then they keep to themselves and wouldn't really wander around a lot, if only because standing out in public so much can be uncomfortable.
Beasts: Horses and beasts of burden. The surrounding farms will have all manner of herd and farm animals.
Government
Autocracy
One hereditary ruler wields absolute power. The autocrat either is supported by a well-developed bureaucracy or military. This is known as the Crown (like a king)
Theocracy
Rulership falls to a direct representative or a collection of agents of a deity. The centers of power in a theocracy are usually located on sacred sites. These are known as the Sky Arbiters.
Once ruled solely by an emperor, until the enormous skull of Zalos' avatar - left behind from his departing from the plane- was revealed in the center of the capital after natural disaster unearthed it. With this discovery, the belief in Zalos increased greatly, as did the clerical power and sway his priests held within the empire. As a direct response to submit to the deity and appease the people, the emperor at the time: The Last Emperor Jael Sen Kethaa, changed the title to Crown and empowered the priests to rule under (and slightly to the side of) him as The Sky Arbiters.
From then the Crown takes council with these Sky Arbiters, but would have the final say. Predictably, tension over the centuries grew between the two as they vied for political power while outwardly maintaining peace for the people.
RULING CHAIN
- Crown: Romaine Bertelemi Kethaa - A human with reportedly some elven blood, a Crown in a long line of Emperors and Crowns
- Sky arbiter: Priests of Zalos
- Crown's Halo: A small military force for guarding the Crown
- Bolts: Those given positions of power either directly by the Crown or earned by service or reputation or bought titles.
- Storm Shields: The majority of the metropolis' military guard

Common out trade: Everything to be crafted: clothing, furniture, toys etc, rare spices, furs, magical implementations and so on.

Infrastructure
The city is braced against a small straight cliff face to house airship ports, supported by magically enhanced advanced sewer systems/plumbing, solid roads and structured buildings along blocks and districts. At it's core there are towering castles housing the ruling forces and surrounded by plazas all according to the location of the skull of Zalos' avatar.
Points of interest
- Sky Cranium: Situated right in the grave of the decayed avatar of the god Zalos that was unearthed when quakes forced waterfalls to erode away the rock and dirt that had it buried.
- As such there was a shift in power as he became heavily respected to earn their right to live on his sacred site and for his protection thereafter.
- Under that, his children are also heavily worshiped and their beliefs ingrained.
- All else are considered illegal to follow within the Empire.

Location: Shadowed Ring, Svercorr, Kethaa Empire
Terrain: Grassy plains with a raised cliff face of shattered rocks
Climate
As it's located in The Shadowed Ring it sees your average 'Earth' day-night cycles and seasons. Regular electrical storms and across the three months of Cater to Sice it sees daily noon eclipses.
