Bolts

Bolts are positions of power within the Kethaa Empire. They are lower than the law makers of the Crown and the Sky Arbiters but equate to lords in power while not having to enforce the power themselves like those of the Storm Shields. However they are expected to bow to the Crown's royal military force, the Crown's Halo.

Bolts are often bureaucrats or military officers gifted estates or positions to rule (and often profit off of in some way). It's not entirely unheard of for these estates/businesses to simply be outright sold off to others who have the coin. Equally it is not unheard for a Bolt to anger the Crown and be... cast out, just like that.
