Iya

The Grand City of Iya is the oldest city in all of Ostyria and due to The Planar Convergence it now sits alone as its own nation and continent. Named after its ruler Sovereign Iya before his great sacrifice, Iya and its Great Wall still stand as a bastion of the past although much of it has been lost.

Government

Age of Miracles

During the Age of Miracles, Iya was ruled by its namesake Sovereign Iya and a council of his most trusted advisors. For the most part Sovereign Iya and his council were hands off in the daily affairs of the denizens of the city. Since most people within the city were Conduits, having an awoken Divine Spark, certain necessities that a governmental body would normally provide were not necessary.

The laws of the city were simple as well, harm no other whether physically, emotionally, or spiritually. The gods were present on the material plane before The Planar Convergence and therefore punishment for certain major offenses could be swifter than most. This does not mean there was no crime for all civilizations have a criminal element.

There was no true taxation except for the good work of the people to make the city better and tributes to Sovereign Iya that some believed were a form of supplication.

Post Convergence

Iya was a dark place for a long time before the founding of The Federation. Crime families ran most of the surviving sector and there were no boundaries in place to prevent people from going into the dead zone or the lost sectors beyond. There was no law but survive and don't die.

After the Federation took over, rules became much stricter. No one was allowed to the cross into the dead zone without permission and crime was dampened by the presence of federation officers. The Federation regulated everything especially for Wallers and the middle-class, from the access to food to the clothes they wore, to the education they received to where they could congregate.

Taxes were instated which has caused a vicious cycle where the poorer Iyans barely make money from their various jobs, some of which are Federation jobs.

Iya was a gigantic city made up of many sectors, some dedicated to housing, education, archives, and the royal palace.

Post Convergence

Most of Iya has been lost due to The Planar Convergence. The Lost Sectors are not physically lost (for the most part) but they are largely uninhabitable as planar incursions still plague them, inviting hostile visitors and transformation of the surrounding areas.

History

Age of Miracles

Iya is one of the 3 great cities of the Age of Miracles. A mostly human civilization that was founded by Sovereign Iya. When The Planar Convergence began, Iya at first seemed to be spared from destruction however it was not long before rifts began to open up around the city. At first areas were simply quarantined, but soon whole sectors had to be evacuated. It was after the fall of the World Serpent, when Iya was cast away from the mainland.

The worse of the convergence happened as Iya was adrift, more than 2/3s of the population was wiped as planar incursions and those it carried with them attacked and destroyed the city from within. The remaining populace was evacuated to a sector that was safer than the others, this sector is referred to as D1 or District 1. D1 was one of the many housing sectors but now it was more than overpopulated.

Seeing his city fall and being unable to completely stop the incursions Sovereign Iya did something no one expected or knew was possible. As a horde of planar invaders bared down on D1, Sovereign Iya sacrificed his life and Divine Spark to sunder the invaders and prevent any further encroaching on D1. A long stretch of cityscape was wasted in his sacrifice dividing the now Lost Sectors and D1, this stretch of land is called the Dead Zone for no magic, arcane or divine, is able to function.

Post Convergence

For centuries the denizens of D1, traveled across the Dead Zone, many to their detriment, in hopes of finding any remnant of the past which could serve as a status symbol in these dark times. Crime families and the wealthy strived while others struggled to survive. This changed for better and worse when The Federation was founded.
