Noah Haumont Character in Orpheus Gaze | World Anvil

Noah Haumont

Noah Haumont was a Terran lawyer, politician and statesman in the early and mid 26th century. He was a key figure in the The Terran Republic

Early Life and Origins

Born in Sudley Hills, near Port Wellington on Nova Terra in 2460 to a middle class family, Noah Haumont was the oldest son of the Haumont family. His father, Levi Haumont, was a lawyer and his mother, Natalie nee Woolwich, was a doctor.   Noah was a superb student at high school and attended an exclusive grammar school. He then attended Wheeling City College, graduating with a BA in law. He then studied a MA in jurisprudence at the University of Chicago on Earth.

Legal Career

A top legal student, Noah Haumont began his legal career on Earth as a prosecutor for the Imperial Judicial Services where he developed a reputation as a superb, somewhat maverick lawyer.   When the Empire collapsed, he returned to Nova Terra, his home-world and was appointed as a legal adviser to the colonial legislature.   He was then appointed a judge in 2497, taking his place as an appeals court judge and establishing his reputation as a liberal.

Senate

Noah Haumont decided to run for office in the Republic Senate in 2500 and he was elected to complete a term in the senate from 2502. He ran as a liberal independent and throughout his entire political career, he always rejected taking a partisan affiliation.   Elected to the senate, Senator Haumont served in the Senate Judiciary committee and was a notable liberal voice in the committee.   Throughout his long senate career, Senator Haumont established a reputation of being a fair minded liberal, known for his intelligence and his integrity.   Senator Haumont often stressed the need for the senate to be "collegial" and work together and to avoid needless confrontation and bombast. He often clashed with radical senators who used inflammatory language   He was a strong critic of President Keavett Creed but a key ally to President Noah Averssen   As a senator, Haumont generally raised money for his campaigns from local businesses, charitable groups and wealthy allies . He refused any PAC money or support and rejected all calls for negative campaigning.

Chairman of Senate Oversight

In 2505, Senator Haumont was elected as Chairman of the Senate's Oversight Committee, a post which would be his lasting political legacy.   Taking a role that could have been used as a partisan bully-pulpit, Senator Haumont instead pushed the role of oversight to be non-partisan and for the "health and transparency of the Republic".   He championed a full investigation into the massacre in the St. Lawrence Compact but this was rejected by the senate   He rejected calls from senators to begin an investigation into President Everann Sickles , stating that whilst the President was failing as President, this was a health concern and not the business of the Oversight Committee. President Sickles later personally thanked Senator Haumont for this   Senator Haumont backed the creation of the War Committee, which was launched through the Senate Oversight Committee. He sat as co-chair of the committee as they scrutinized the conduct of the war on Nova Terra. There were some critics on the right and within the military that felt the committee undermined political will to fight the war   He also agreed to set up a committee to investigate the use of PMCs during the Nova Terra War, which saw him clash with the Hansa and Strategic Dynamics lobbyists   Senator Haumont agreed to form a committee to investigate the alleged wrong-doing of the Averssen administration, over allegations that they had "sold" a cabinet position for donations to the SDP. Senator (and future President) Xavier Inkerman used this role as chair of the sub-committee to launch a future Presidential run, something that Senator Haumont was privately displeased with.

Post Senate Career

In 2549, Senator Haumont confirmed that he would not be seeking another term in the senate. Despite being in good health, he stated he wanted to enjoy his retirement, though he surprised many by not returning to Nova Terra but instead retiring to Chicago on Earth.   Senator Haumont did the occasional guest lecture at his Alma Mater and also at Cydonia College and Athens College.   Senator Haumont published several books, with "Dark Vantage Point", his memoir about his time in the senate, a very well received best seller.   In 2550, Senator Haumont endorsed former Senator Robinson Goetze (SDP) for President and he was critical of the re-election of President Inkerman, calling the decision of the SDP to join his administration as "baffling"   Senator Haumont fell ill in 2559 and moved to Athens, where he stayed in a private residence provided by the Arucia Foundation.  He passed away peacefully in 2561.  His funeral was very widely attended and President Herrick Knottman  gave the eulogy at the funeral.

Legacy

Senator Haumont's time in the Republic Senate and as chairman of the Senate oversight committee contributed to a legacy for intelligence, integrity and fairness. He was also a calm, friendly and collegial member of the senate, stressing the need to avoid a strong partisan response as he felt it "blinded people" to what they had been elected to do.   As such, the election of his replacement as Chair of the Senate oversight committee, Senator Davis Hanley (SDP) was seen as a major issue to resolve in the 2550-2554 government.
