New Carthage was a major Terran world first colonized in the 22nd century

Location

Located in the South-Western part of Terran space, New Carthage is the third planet in the Kabarr 191 Star-system, a mid-aged yellow star. The system contains no other inhabitable planets but several of the moons were made into profitable mining bases

Colonization

New Carthage was colonized in 2145 by the Federation. Considered a "test colony" by the Federation, the first colonies struggled to deal with the heavy weather and hostile local animals but the organic wealth of the planet, added to the potential for deep sea mining saw the New Carthage colony persist and thrive.
There was debate about potential terra-forming (to lower the sea levels) on the planet but this was nixed by a mixture of the cost and environmental concerns.

Climate

New Carthage is an oceanic planet, with barely 10% of the planet above sea level. The seas are home to some fairly extreme weather, with typhoons, storms and rain a common feature.
New Carthage is generally slightly warmer than Earth and only the polar caps freezing over during the winter seasons.

Native Flora and Fauna

New Carthage has a very rich and old eco-system which supports tens of thousands of species, ranging from many earth-like fish, shrimp, octopus and arthropods.
Among New Carthage's most impressive and strange native life-forms are:

• Satarra - taken from an ancient word meaning "drowner", the Satarra is a huge squid-like animal which generally prefers to live in the very deep waters but has been known to attack ships, submarines and divers that enter its territory. Interesting, the Satarra does not eat humans (preferring much smaller prey) and generally leaves the drowned and crushed bodies of its victims floating above its lair. Satarra have been measured from between fifteen metres in length to a staggering forty metres in length.
• Queen-Fish - initially dismissed as another New Carthage fish, the Queen-Fish resembles an Earth Sturgeon (at least superficially) but has a highly complicated cortex and a needle like appendage on its nose, allowing it to inject other fish with parasites that allow the Queen Fish to essentially control them as thrall-animals. The Queen-Fish does not attack humans or anything larger than it and the parasites cause harm to humans but do not render them "zombies"
• Razor-Swarm -these tiny needle like shrimp are merely an annoyance on their own but their sharp, needle like teeth can cut through a wet-suit and even cause damage to thick plastic face places. When found in vast swarms during migrations or breeding season, Razor-Swarms can kill humans very quickly
• Thunder-Beak - a rare and considered by some mythic being that lives in the very deepest waters, the Thunder-Beak is a octopus like creature measuring around nine to twelve metres across and able to create an electrical current as well as creating a magnetic distortion field, giving it a natural EMP. The Thunder-Beak is generally not hostile to humans unless they approach its territory. As they live at massive depths of at least 5,000 metres below sea-level, encounters are quite rare
• Zassik - a tiny micro-organism that has incredible power to eat through metal, the Zassik float harmlessly in the sea until they find something metallic. They then attach to it and form "colonies" that resemble earth barnacles and begin to devour the metal. Zassik are fairly easily killed off with acidic wash or intense heat.

Government New Carthage was generally governed by a governor advised by its colonial legislature. During the time of The Terran Empire it was the fief of House Brahms .

The Seas of New Carthage

New Carthage is famous for its seas and the maritime culture of the planet. Nearly 50% of the planets population work relates to the sea with fishermen, trawlers, submariners, deep sea mining and deep-sea farming main trades.
New Carthage is home to a very large number of ships ranging from those above the sea to those below and the production of boats, submarines or hydrofoils a major part of the planet's economy.

Major Sites

New Rhodes

New Rhodes was the first major city on the planet and the home to the landing site. New Rhodes was established on a beautiful island archipelago that enjoyed stable weather. New Rhodes is home to around 2 million people and the city has the primary downport. New Rhodes is the planetary capital
New Rhodes quickly overtook the island chain's surface and it has a somewhat muddled structure, with traffic jams a major issue. The fastest way to get around the city is to either lease a shuttle or take a boat, with fast skiffs able to get around the city in minutes.
New Rhodes has had some issues with crime, with the Black Dragon Yakuza particularly well dug in.
New Rhodes is also home to the eponymous New Rhodes college, with its excellent government, law and business schools.

Hellicon City

Home to the first major port, Hellicon City grew quickly and suffered initially with some overcrowding until EDN helped with an engineering project to raise an artificial island to house the new city, referred to by most as "ED-City"
Hellicon is home to nearly six million people and the city center is famously crowded and rents and house prices can get very high.
The people of Hellicon generally work in fishing or deep-sea mining but there's also lots of corporate jobs and legal jobs in the city too.
Hellicon also suffers with crime, with the Black Dragon Yakuza also present here.
Hellicon City is home to Sunbright College, a famous humanities college.

Pyrelle City

Pyrelle City is the most northern city on New Carthage and is partially iced in for a few months of each year. Home to around two million people, pyrelle City was founded to support deep sea mining but also some fishing operations too.
Pyrelle City was better planned than some of the earliest cities but also suffers with extreme weather and the Storm-Shield Wall was constructed in 2299 to help protect the city from the worst of the winter storms or summer typhoons.
Pyrelle City is home to a fairly blue-collar population and it its considered to be the home to the planet's liberal political class.
Pyrelle City does have some issues with crime but the excellent PCPD are able to keep it under control

Windspar City

First developed in 2275, Windspar was established far from any other city and was considered a fairly lawless place. However by 2396, the Empire helped to expand the city which settled the place down and helped to establish it as the fastest growing city on the planet.
Home to around seven million people with a range of fishermen, explorers, deep-sea miners and those working to support them, Windspar was well planned and the newer city areas are beautifully laid out, with plunge pools and oceanic coral beds used as sites of natural beauty.
Windspar's people have never quite lost their reputation for rebelliousness and Windspar is generally thought to be a home to rogues and renegades, though it actually has a fairly low crime rate.
Windspar City has an excellent and very well funded police department.

Fort Anchor-Head

Established by the Federation as a Navy base, Fort Anchor-Head was cut into a mountain and is considered an excellent feat of engineering. The base fell into disuse during the 1st Terran Civil War and then eventually was reactivated during the days of the Terran Empire.
After the collapse of the Terran Empire, Fort Anchor-Head was taken over by the planetary administration, though it is somewhat smaller than it was.
