Glerius Juliant II

Glerius Juliant II inherited the throne at an old age but had been the face of the Empire for decades.
  Glerius II was the son of the remarkably skittish and paranoid Glerius I, an Emperor famed for their reluctance to leave the grounds of their palace. It thus fell to their son, Glerius II, to go around the Empire, fraternizing and meeting with its subjects and nobility,
  Famed for his easy going charm, many dreamt of the day that such a charismatic and present ruler would reach the throne. When that day came Glerius II did not disappoint. It is often said that Glerius did his best ruling the further he was from his throne, not because he was a bad ruler, but the more he travelled the more he understood the subjects of his Empire, their needs and desires, and he could assign his Aides to work on these projects.
  He ruled from 689-705PS.
