Imperial City-State

The Imperial City-States are the semi-independent sovereign cities composing the Keratos Empire. Heavily fortified against incursions by the dangers of the Verdant Steppes, they serve as the political, economical, and cultural centers for the Imperial citizens and outsiders.

City States

There are ten City-States currently standing within the Steppes:
  • Arrak

    Bandit-riddled City-State on the decline. Where the more unruly Imperials and slaves come seeking opportunity or escape.
  • Edessalia

    Massive Port-City-State whose industries feed the Empire's growing armies and whose shores harbour the raiders headed for the Feral Isles.
  • Kryopolis

    Northern-most Polis who endures the cold regions where untapped ressources lay.
  • Makarith

    Martial core of the Empire that breeds its most elite warriors.
  • Mor Toith, Unmoving Rock

    Border City- State that fuels the defensive net of the western reaches of the Steppes.
  • Tal Shoth

    The capital of the Empire. The most prosperous of the CIty-State at the slope of the symbol of the Empire, Mount Ebenos.

Structure

City-States can be lead by one or more Governors whose responsibility it is to safeguard the City-State against threats stemming from within and without.The governors and their aides have authority over both the city itself and the colonial settlements led by the appointed Oikistes. Therefore the resources gathered by outposts and small settlements beyond the walls of the City also fall under their purview.   Governors have no authority over the agency of the other City-States, and all governors report to the Lord-Emperor and the Imperial Council seated in the capital, Tal Shoth.

History

It didn't take long after the First Sending for each groups of Demon to decide to settle in the most favorable environments accessible. With the threats forom the wilds forcing them to reinforce and isolate themselves until they could move around in safety. The first settlements who survived this period of strife would almost always grow into City-States, copying an organization that seemed to work properly in the Old World. Each City-State evolved on its own, due in no small part to the origin of each First Sent group themselves coming from various Old World backgrounds and cultures. This resulted in a divergeance in cultures in spite of the alliances that would eventually form between them.


Due to the assertive nature of Imperials overall, those differences don't have much of a political impact. However, resources or lust for power may have occasionnaly brought conflict to the table between one or more City-States before the Daemonis Republic, and later on the Keratos Empire managed to unite the Cities more throughly.

Laws

Each City-State follows a set of shared Imperial laws. Given the distance between them and the certain differences in their justice system are inevitable. The differences can range from the severity of punishments for the same crime to the implementation of a whole new set of laws.

While the markets and major businesses of City-States employ Suns as standard currency, it is not unusual for Imperial City-States to have their own internal currencies because of their semi-isolated status. This allows them to rely on local wares rather than hoping the outsiders trading resources will deign lowering their prices.
