Waynesburg, though technically known as a free city, in fact controls a fairly significant area around itself, including the city of Sigmund's Fork, and a good deal of the surrounding countryside.

Legislative Body
Council of Elders: group of 12, chosen by the great merchants, priests, and landowners of the town.
Great Council: popularly elected - though votes are more or less explicitly and unapologetically bought and sold.
The council’s power is limited: they pass laws, control the official economy, minting money and collecting taxes and tariffs and fines, selling licenses and monopolies and such; they command the city Watch and Militia, which is to say, they fund them. However, in practice, they wield very little real power for anything except preserving their fortunes - which is all they really care about anyway. Both councils, moreover, are always hopelessly divided.
