The Aquilan Imperial Republic (Ah-quee-lahn)

Now a shattered nation, smoldering and overrun, the empire was the dominant political power in Odava. Arisen from the fertile Elori plains, 12 city states (now the Founding Houses) bound together to expand east and south into the Thrithinglands and the arid Chapara hills. The Halfling folk of the Thrithing came under imperial rule fairly quickly and in the last three centuries have established themselves as loyal citizenry of the empire. The empire’s more recent expansions to the north have been less well-received by the nomadic Orc hordes of the steppes.

Regions

The empire is run as 28 imperial districts, each run by a local governor. Prior to the coming of Umra, there were 12 districts governed by the Founding Houses. Smaller districts housing urban centers, trading hubs, and the cultural heart of the Republic. There are 5 districts covering the Thrithinglands, an agricultural cornucopia that fills the bellies of the legions and exports valuable crops like pipeweed, truffles, and wine. The northern border districts are in harsher climes and often marred by strife. The districts are home to the assimilated Orc hordes under imperial rule, where their nomadic traditions often clash imperial bureaucracy. The valuable ores and furs found on the steppes have brought a rush of prospecting southerners to the region and conflict over resources is common. The heart of the Empire is overrun and refugees flee south and west in desperate hopes of succor from the dwarves of the Spine or the Bouras in Illian. Thus many are crossing the arid Chapara region, once famed for olives, wine and pleasant villas where the wealthy of Idris took their leisure.

Government

The Aquilan Empire is an imperial Republic governed by the Imperial Senate who rule from the imperial palace in Idris. The senate creates all laws in the empire and is composed of 3 senators from each of the 28 districts – elected by imperial citizens in their home district. Prior to the coming of Umra, there were 12 districts governed by the Founding Houses – a powerful bloc of the central, historic districts; 5 districts covering the Thrithinglands representing the breadbasket of the empire; 3 districts representing the Orc hordes under imperial rule; and 10 districts run by the Appointed Houses – families granted governorships by the Senate for service to the Empire. Appointed governors are often descended from the generals who conquered the region – a source of political strife for the 3 remaining Orcish districts still represented by human senators in Idris.

Religion

The patron god of the empire was Aquilar, lord of eagles. However, Aquilar was slain by Umra and now the religious identity of imperial citizens is in crisis.

Races

Humans, half-orcs, gnomes and halflings are the native citizens of the empire. Many of the Svarta roam the nation but claim citizenship only to the highways. Dwarves and elves are not uncommon traders or craftsfolk in the imperial cities, but they seldom stay for long.
