Avelon (Eh-vah-lawn)

South of the empire, on the shores of the Tranquil sea lies Avalon, the heart of Elvendom in Odava. Home to the most ancient cities under the sun, the beauty of the lands of the Elwaesír are said to bring tears to the eyes of those who visit. The countryside was a lush land of verdant hills and enchanted forests and the air itself was said to thrum with magic. Filled with architectural wonders, artists of unsurpassed skill, and libraries guarding ancient secrets, Avalon was a beacon to the greatest minds in Odava - though only a few were allowed into schools of the inner cities. Merchants would travel hundreds of leagues to buy fine wines, artistic creations, wondrous silks, and works of enchantment. Bordered to the east by the edge of the spine, the Elwaesír maintain cordial relations with the Enanir dwarves. While trading the mountain’s bounty for Avelon’s vibrant crops is the foundation of their trading relationship - the two realms also share a unique political relationship. Avelon’s insular policies prevent any reliable trade routes being established between the Empire and the bustling markets of the southern port cities of Belnhold and Florin, leaving the Underway as the only viable route south. The arrangement suits both nations: the dwarves profit handsomely from southbound trade and the elves maintain their isolation - in exchange for favorable deals on desirable trade goods.

Regions

There are nine provinces in Avalon controlled by nine noble houses. These provinces each have their ancient histories and have been the ancient seats of power in elvendom for millenia.

Government

The Elwaesír are governed by a council of the lords of nine noble houses, facilitated by the ceremonial high king. A representative from each noble house must always be present for making decisions, however it is rarely the same individual each time. The houses prefer to change their representatives depending on the topic of discussion, sending representatives with relevant expertise to represent their various interests. Depending on the topic of discussion, council decisions are made by either vote or consensus, and then announced in proclamation by the high king. Council deliberations are renowned throughout Odava for their lengthy decision times, often taking years or decades to come to conclusion. While the noble houses do retain archaic rights around independence and self-governance, these are rarely exercised in favor of council mandates.

Religion

The elves' ties to the land have always closely bound them to gods of nature: Cerun, Macha, Vestra, Ranimas, Seranna, however many among the Elwaesir strive to learn more of the Song and often worship the Sun or the Moon.
