Pakator
The city of Pakator towers over the flat grassland of The Bularian Plain, the highest point for many miles in any direction. Built on an unusually steep hill near the bank of the Aegion River, the brightly colored red and yellow buildings contrasting with the regions mostly unimpressive landscape. At the top of the hill is Pakator's famous and massive palace, a place filled with great minds and powerful figures who seek to escape persecution in this distant and hard to reach area of Obseron.
Pakator can be broadly divided into two parts; the lower city, built by the river, and the upper city, a generally wealthier area built on the prominant hill nearby. The large hill, a couple hundred feet high, is the highest point for some distance, making the city tower over the surrounding landscape. The Great Bridge, a massively tall and wide bridge decorated with statues, is found at the edge of the lower city, stretching across the Aegion. Though a few smaller bridges cross the river as it narrows upstream, there are no bridges downstream across this increadibly wide river until one reaches The Cut, a narrow, deep gorge hundreds of miles west.
Like Shakara as a whole, Pakator is a common destination for fugatives, émigrés, and runaway slaves, and to an even larger degree than the rest of the kingdom. Pakator has attracted a particularly large number of dissident nobles and intellectuals, along with more then a few claiments to foreign thrones. Many of these figures frequently gather in and around the palace, where they discuss politics, history, philosophy, and other topics with little imposition from the local government. Enough claiments to the throne of the Aurean Empire have ended up here during the cities 1,200 year history that some have formed a social club, known as the Emperors' Society, that meets at an inn near the palace called the Crown and Scepter, which is run by a group of members.
The city also is home to the famous University of Pakator, which has come to prominance by attracting exiled scholars whose work was not welcome elsewhere. Everything from scientific research to great poetry is created here, much of stored in one of Obseron's largest libraries right in the center of the campus. The greater freedom the scholars recieve sometimes also attracts those interested in darker arts, and officials have to constantly keep an eye out for necromancers, infernal summoners, and practictioners of highly destructive magic among the hundreds of scholars working there.
History
The city was founded in 3802 AY, after the signing of the peace treaty between two powerful warlords that formed Shakara and Bularia.
