Circle of the Sheltered Lamp
Before Annexation, magics of all sorts thrived in Palawyr. Now, under the gaze of the Empress, it's practice is considered to be poaching, and illegal unless by express dispensation of the Crown. Such dispensation is only given to members of the elite Gilded Hand, to be used in enforcing Her Serene Majesty's decrees. Even the holy magics of the temples are not immune from this edict, and the only practice which seems to go unchecked are the simplest of superstitions.
The Circle of the Sheltered Lamp was forged by Ghilla Macrae and other wielders of magics arcane and holy alike, to permit practitioners- and those who required their gifts- to act and communicate in secret, to trade the necessary materials, and to share their knowledge amongst themselves. Members of the Circle, and those loyal to it's secrets, bear the token of a candle about their persons, and assist others who can be trusted, and whose need is great, to contact the Circle, and Ghilla himself.
Structure
While there is no formal hierarchy within the Circle, all nod respectfully to Ghilla as their informal leader.
