The Cerulean Wreath formed, as a nation, over two centuries ago. People came from all over to seek freedom from various plights of their homelands. Famine, war, persecution, or simply a new start. This eventually led to the founding of Zinda - a city founded on the principles of being free from the problems you had fled from and finding the right path for yourself. Zinda existed in this state as barely a town for several decades. Once the Jeli Flower was discovered and turned into wine the Cerulean Wreath gained its first real export - Jeli Wine . This led to rapid growth, then rapid expansion and the founding of the cities of Ankh Mora and Levyn Mora . Before this period piracy was rampant and a primary means your average person would acquire any wealth.   There is a saying in the Wreath "Luce Mora [loo-say MOOR-ah]" which has no direct translation in common, but has meaning close to 'May it light/guide your soul/path'. The word Mora is still used in every day speech. It has a meaning close to 'clean soul' or 'the right path' as if these two phrases were one. Time would show that The Right Path for Zinda , and the Cerulean Wreath as a nation, was to join the world stage and seek legitimacy among the world as a whole. To do that they formed a democratic government. Elected officials would serve key positions and among this council, called Masters of Coin, they would send a representative to the other cities to directly oversee matters of legislation and law. To this end piracy was cracked down on. In modern days piracy is a much more rare endeavor and you will find no safe harbor as a known pirate in the docks of these major cities - but to some the allure of riches is too much to ignore.   Another major advancement was the institution of the Guildcrest.  This helped put a stop to bad trades, fleecing, and shady deals by implementing a government system or proficiency. You aren't forbidden from doing business without one, but good luck getting someone to trust you without this proof.   The people of the Wreath tend to have rich mocha skin and have a laid back demeanor trusting all will be right with time.   The Wreath has several traditions which are new to outsiders, but most are quick to adapt - such as Drinking in the Cerulean Wreath
