Nesher

Historians debate whether Emperor Herri'ha really fell to his knees when he arrived at what would become the site of his new capital, but arrive there he did. In an audacious plan to escape the corrupting influence of the old families in Sondara, the Emperor took his court on a tour of his new empire. In order to fool his advisors and stop them from uncovering his plan, Herri'ha left the destination of each leg of the journey until the last minute, claiming that he was waiting for a vision from Dromae before proceeding.
Many of those same historians claim Herri'ha knew where he was going all along and that he had chosen the steep valley where the inland Garen sea emptied into the ocean long before he set out. If he did, then it was a wise decision, for the city he founded there grew into the most prosperous in all of Nostvary, larger than all others except for Dragsmund.

Demographics

People come from all over The Sondaran Empire to seek their fortune in the capital city but only a few manage it. Humans make up the bulk but Dwarves and Marsh Elves are well represented. Most high elves in the city are there as part of delegations from The Black Mesa but a few have made it their home.

Government

A council formed from elected members of the guilds, representatives of the recognised religious cults, and ministers appointed by the emperor control the city. The council is split between loyalty to the crown and to the unified temple, with guild appointees crossing back and forth as they seek favours.

Defences

Nesher's geographic location is its greatest deterrent. Any invading force would have to venture deep into the Sondaran Empire to even come close to attacking the city. If they did, they would find a stone wall, more symbolic than defensive. When it was first built, it was capable of keeping the enemy at bay, but I have left it to decay, and in places scavenged for building materials.   Whilst no legion calls the imperial capital home, there is a garrison of 500 soldiers at the fort. The city protector commands them.   A post once held by General Harl Tolk'ma, who was in position for barely a week before being arrested for treason.   Whilst they are responsible for the city, a separate and smaller force guards the palace.

Districts

The river splits the city in two with the north side generally accepted as the wealthier half while the south is in closer proximity to the imperial court.

History

The Sondaran Empire moves to Nesher

Determined to wrest control of his reign from the old families of Sondara, Emperor Herri'ha set his eyes on founding a new capital city far away from them. Needing to keep it secret he announced his plan to tour the newly conquered lands of Nesher. The court was packed up along with the imperial treasury and the caravan set off with only Herri'ha knowing the true destination. They travelled for three months taking a meandering route until they reached the southern hills of the Nesher valley. Emperor Herri'ha fell to his knees and proclaimed that his grandfather had come to him in a vision telling him that this would be the centre of the Sondaran Empire from then on. A palace was built on the spot with a shrine built over the spot where the emperor had knelt in the soil.

Architecture

The highest and largest of the bridges that cross the gulf was constructed by the dwarves in what is known as the time of builders. It forms part of Erin's highway, a road that stretches all the way from Sespian in the north to Karalon in the east and plays an important part in the unity of the empire. Other bridges cross the river but none are as grand.
