Free City of Hedgeburg
The Free City of Hedgeburg is the southern-most settlement in the Lhodos region. While the city's lands contain some farms, it is largely reliant on seafood and as such is home to more ships than any other nearby government. They are expert shipbuilders for both commercial and military vessels, sourcing local lumber and importing any extra they need from the Kingdom of Meranne.
Ships based out of Hedgeburg are also known for a degree of mercenary work, commonly as transportation to move goods around or take pilgrims to the Great Monastery. Though they are a peaceful people, they are said to possess power enough that the red dragon which formerly ruled over the Kingdom of Karlsgard never picked a fight with them. Unlike the other nations, which are all kingdoms, Hedgeburg functions as a democratic city-state that controls a (relatively) small portion of land.
