A brutal and ambitious collective of dragonborn clans that currently governs a prosperous empire built on the slavery of the native population of the lands that it has recently come to occupy.
The head of state for the Yan'Katar is their emperor, a role that carries absolute power and is supposedly hireditary. It is rare that the child of the emperor actually reigns for any length of time, as violent sucession is the norm. The emperor has an advisory council of delegates from each of the original seven clans and one from the clanless ones. The emperor themself must swear away their clanship to be truly impartial.
Each clan in the Yan'Katar has it's own army, and functions essentially like a military unit, and an important badge of identity. In day to day workings, the Katari have a large network of messengers to attempt to govern the whole empire from their central location.
To be seen as powerful is the overwhelming motivation for the yan'katar, they are keen to spread as far as they can, and capture as many slaves as they can govern.
In the Yan'Katar lands, the population is split into four main groups: slaves, freemen, the clanless, the clans (of which there are seven). The land outside Katarinash is sparsely populated, with the dry grasslands of Davmire almost empty, as lots of the native population left or were killed during the expansion. The population is split thus:
42% slave, 20% freemen, 25% clanless ones, 13% clanned ones.
The seven clans have roughly equal membership, and are essentially an elite class. Their names, colours, and origin lands are:

Any nation near the Yan'katar fears them, although several have favorable trade relations. This sort of arrangement only stands until the Yan'katar seeks to gain more land, they do not place value on peaceable relations. In Tariksan, to trade with the slavers is a huge black mark against a township, and in towns like Kabili this creates a tension between merchants and their labourers, many of whom are ex slaves. The land currently owned by the Yan'katar is surrounded by sea, and a thin stretch of mountains fiercly guarded by giants, making further expansion very difficult.
The Yan'katar have an excellent road network, managed by empire-owned slaves. Communication across the empire is swift, the movement of armies easy. However, although there are many ports along the sea border, the Samurellans (who used to own the ports) burnt or destroyed their navy as a last act of defiance as they lost battles, so Yan'katar has no national ships. The many independent merchants who frequent the coast are keen to keep it this way, and report any shipbuilding to Tariksani garrisons, who quickly destroy their efforts.
