Diplomatic action

The seven most prominant clans of dragonborn in Katarinash make peace with each other, elect delegates to the council of seven, and start to call themselves The Yan'Katar.

After a few years of tenative lack of violence between them, the seven clans agree that long-term peace is benificial, and swear a new brotherhood: The Yan'katar ('yan' being a prefix in new draconic meaning 'the strong of'). They immediately start planning how to make their newly formed empire strong, and writing an equivilent to a consitution.
