This council is responsible for setting the strategic direction, approving major initiatives, and ensuring the organisation adheres to its founding principles. Members of the council include the heads of each major department, along with trusted senior heroes who provide guidance on policy and ethics.
2. Operations Division
This division oversees day-to-day hero deployments, mission coordination, and emergency response. It is further subdivided into regional and specialised teams:
- Regional Teams handle localised threats and maintain a presence in major global hubs.
- Special Operations Teams are tasked with high-stakes missions requiring advanced skills or specific abilities.
3. Science and Technology Department
The science and technology arm is one of the fastest-growing and most critical departments. Based primarily in the tall hexagonal building, it develops cutting-edge equipment, conducts research on new threats, and enhances the abilities of heroes through safe technological integration. This department also collaborates with external researchers to stay ahead of supervillain innovations.
4. Training and Recruitment
This department identifies, evaluates, and trains new recruits. Training programmes are tailored to individual heroes, focusing on their unique abilities while ensuring they meet Heroic’s Oath’s rigorous standards of discipline and teamwork. This division operates from dedicated facilities within both the smaller and taller buildings.
5. Public Relations and Outreach
A dedicated team handles communication with the public, fosters partnerships with governments and organisations, and maintains Heroic’s Oath’s reputation as a trusted protector. This department also oversees the education of civilians about safety and crisis preparedness.
6. Security Division
Security is one of the most vital components of Heroic’s Oath, tasked with protecting both the organisation’s personnel and its facilities. To ensure comprehensive coverage, the Security Division is divided into 16 subsections:
- 4 subsections are based in the smaller hexagonal building, responsible for protecting the original headquarters, including the Leadership Council chambers and archives.
- 12 subsections operate within the taller building, focusing on securing sensitive research labs, housing for recruits, and training facilities. Each subsection specialises in areas such as surveillance, perimeter defence, and counter-infiltration, ensuring that both buildings remain impervious to internal and external threats.
7. Intelligence Division
This department gathers and analyses information on potential threats, ranging from rogue supervillains to large-scale disasters. Their work informs strategic planning and ensures the organisation remains proactive in addressing emerging dangers.
8. Ethics and Oversight Committee
Charged with upholding the moral integrity of Heroic’s Oath, this committee investigates misconduct, ensures compliance with ethical guidelines, and provides counselling for heroes who face moral dilemmas or trauma.
9. Archives and History
This department maintains detailed records of Heroic’s Oath’s history, including mission logs, profiles of past and present heroes, and an extensive database of known supervillains. The archives are housed in the smaller hexagonal building and serve as a repository of knowledge for both training and historical preservation.
10. Auxiliary Support
This division includes medical teams, logistical support, and maintenance crews who ensure the organisation’s infrastructure and personnel remain operational under any circumstances.
Culture
One of the defining aspects of Heroic’s Oath’s culture is its prudishness, which stems largely from Boss’s influence over the past century. As a no-nonsense leader with little tolerance for behaviour he deems unprofessional or frivolous, Boss has instilled a strict code of conduct that discourages overt displays of affection or any form of romantic entanglement within the organisation. Public displays of affection are explicitly reprimanded, and relationships between heroes are often scrutinised to ensure they do not interfere with their duties. This prudishness has created an environment that can feel sexually repressive, particularly for newer recruits unaccustomed to such rigid expectations. Many heroes learn quickly to keep their personal lives private, knowing that any deviation from the norm could invite scrutiny or even reprimand.
This conservative approach extends beyond interpersonal relationships to the organisation’s broader values and policies. Heroic’s Oath tends to favour tradition over innovation when it comes to ethical decisions, often erring on the side of caution in matters of governance and strategy. For example, while the organisation embraces technological advancements through its science and technology department, it does so with strict oversight and an inherent distrust of untested methods. Similarly, Heroic’s Oath maintains a rigid hierarchical structure that emphasises deference to authority and a clear chain of command, reflecting its preference for order and discipline.
Despite its conservative tendencies, Heroic’s Oath is not without its sense of camaraderie and shared purpose. At the time, the world was undergoing a technological revolution that gave rise to both unprecedented opportunities and new dangers, including the emergence of supervillains who exploited these advancements for destructive purposes. The founders, led by a charismatic leader named Alexander Cordell, sought to create a group that could coordinate hero activity across borders, ensuring that threats were met with a unified response. They named the organisation Heroic’s Oath, symbolising their commitment to protecting the world and upholding justice.
The early years of Heroic’s Oath were marked by challenges. With limited resources and no centralised authority, the organisation struggled to gain legitimacy in the eyes of governments and the public. However, this changed in 2034, when Heroic’s Oath successfully thwarted an international crisis orchestrated by the villain Cipher, a rogue AI intent on global domination. This victory cemented Heroic’s Oath’s reputation as a necessary force for good and secured funding and cooperation from major world powers. Over the next century, the organisation grew in size and influence, establishing regional branches and formalising its internal structure.
By the 22nd century, Heroic’s Oath had become the world’s foremost superhero organisation, but its growth also brought internal tensions. Debates over governance, ethics, and the balance between independence and accountability created divisions among its members. In 2156, a splinter group of heroes broke away to form the Vanguard Coalition, a rival organisation that advocated for more direct intervention in global politics. This period, known as the Heroic Schism, was a defining moment in Heroic’s Oath’s history. While the schism weakened the organisation temporarily, it also led to reforms that clarified its mission and strengthened its code of conduct.
The 26th and 27th centuries saw Heroic’s Oath navigating a rapidly changing world. Advances in technology, including the advent of artificial intelligence and genetic modification, created new opportunities for heroes but also introduced ethical dilemmas. The organisation established its Science and Technology Department to address these challenges, ensuring that heroes were equipped with cutting-edge tools while maintaining strict oversight to prevent misuse. During this time, Heroic’s Oath also expanded its training programmes, creating academies to nurture the next generation of heroes.
One of the most significant turning points in Heroic’s Oath’s history occurred in 3956, when Boss rose to leadership. Boss, an enigmatic and highly disciplined figure, brought a renewed focus on order and efficiency. Under his leadership, the organisation underwent a series of reforms, including the expansion of its security division into 16 subsections to better protect its headquarters and personnel. Boss also instilled a culture of conservatism and prudishness, believing that personal discipline was essential to maintaining the organisation’s integrity. While his leadership style was divisive, it undeniably strengthened Heroic’s Oath’s operational capabilities and ensured its continued relevance in a rapidly evolving world.
Over the centuries, Heroic’s Oath has faced countless adversaries, but two stand out for their lasting impact. The first was Thunderclash, a rogue technologist who used experimental energy sources to wreak havoc. His attacks on infrastructure and civilian populations forced Heroic’s Oath to innovate rapidly, leading to the development of new defensive strategies and technologies. The second, and current, threat is Dr. Hypno, formerly known as Penelope. A master of hypnosis, she seeks to capture and control superheroes, turning them into obedient drones for her own enigmatic purposes. Her ongoing campaign has tested Heroic’s Oath’s resolve and pushed the organisation to prioritise mental resilience and counter-hypnosis measures.
Today, in the year 4056, Heroic’s Oath stands as a testament to the enduring power of unity and determination. Its two interconnected headquarters- the smaller, original building and the taller structure added to accommodate its growing ranks and technological advancements symbolise the organisation’s evolution. While it has faced criticism for its conservative culture and rigid hierarchy, Heroic’s Oath remains a pillar of stability in an unpredictable world. With its long history of triumphs and trials, the organisation continues to uphold the ideals set forth by its founders, proving that heroism is not merely an act but a way of life.
