It is certainly a... unique mayoral estate... once you find it that is. The Platinum Herald report on the estate of Emerald Quick-Wick.

Emerald Quick-Wicks estate acts as the base of operations for the mayor of Bloomwilt, Emerald Quick-Wick. 
The estate is of a strange outward design, with a top-heavy building look due to it being a rather small terraced house that is then dwarfed by a huge belltower that reverberates throughout the town and sits atop his building. 
The inside of Emerald's home is a veritable hoarder's nest, filled with papers, receipts, transactions and newspapers that he works through at the base pace he can alongside Kindness, his assistant.
