Olathyukin Taoul
Originally created as a refuge from their chromatic masters, draconians of blue, green and black built this underground city in secret as a staging point for their revolution. Knowing their masters would never grant them freedom willingly, this city was dug in deep, even for a cavern. It is large, has access to underground rivers and a lake, and plenty of space for anything the colony needs, and to this very day, it is a place of unity and celebration of freedom from oppression, where all draconians are welcome.
The chromatic elders rule this city, though it is run by citizens voting on all new legislation. The elders appoint the "jennu trothar" (great protector, akin to a sheriff) to enforce law, uphold order, and defend the city from external threats. He has the ability to recruit up to a certain percentage of the population to protect the city from internal threats, and a much larger number to defend from exterior threats.
