Draconian Union

Originally a land of dozens of various tribes, Zenthrax emerged from legends to join all clans in a somewhat harmony and form a council with 20 senators, consisting of 2 individuals from each draconian tribe. Zenthrax apparently has no interest in the affairs and politics of mortals, but has found humanoids to be oddly charming and enjoys the company. She has reportedly never refused a request for audience, and regularly issues requests to humanoids with great rewards offered.   Though not a nation with a singular goal, the tribes of draconians will unite against a common enemy, or to prevent others from encroaching upon their perceived territory. They would be powerful enough to rival Tor in military might, if they were to ever completely unite under one banner. Constant internal arguments on the council and between tribes leaves this nation crippled in times requiring speed of action.   Generally, the council only convenes when there is a dispute between cities or tribes, or when war comes from an external power. The cities are generally independant and typically stay out of eachother's business. The dragon that presides over the council is very hands-off, only intervening when disputes in the council chamber turn violent. Even then, she is generally reserved in how she interferes.
