Kisa'arn
Records indicate this could be one of the oldest living cities in the world. It is the only Masaran city left standing at the end of the War of the Scale. Located upon the largest island in the archipelago, this city sits as the most powerful and well-defended port city in the world. Contrary to logic, their status on the world stage is not from its powerful navy, but the vast number of seafaring merchants that hail from this city. This is the largest port in the world, with a massive population second-to-none in size. This city is as dense as it is large. There are numerous organizations that control various sections of the city, some legal and others not so much. Most of the citizens are sailors in some shape or form, whether fishing, patrol or merchant. Those that have land-bound occupations are generally still fairly competant sailors. This is a city one could easily get lost within, or hide if need-be. Kisa'arn is steeped in mysticism and superstition.
