Ha-khet
Serving as capital city of The Great Cascade, Ha-khet is a vast city of wonder and magic. The city is especially open and welcoming to the arcane, but those involved in the necromantic arts are held in high esteem. This is one of the two places in the world where the dead may be safely brought back to life, though at great cost. Merchants from all over the world pine over establishing regular trade with this city, and there is always excitement to be had on the city's streets and alleys.
Ruled by the High Conclave of Magi, it is no secret that magic rules this city and its prospects. It is by far the most mystical, mysterious and enigmatic cities in the world. Law in this city is strict, though not oppressively so. The laws have a very "common-sense" feel about them. Using magic to defraud another within the city limits is a serious crime, as the laws of the land lean heavily to using magic in a very purposeful, non-frivolent way. There are sections of the city that can detect when magic is being used, prevent it entirely and even twist the effects back onto the caster. Magic is a highly controlled commodity here.
