High Conclave of Magi
Ruling over the entire desert and mountainous region of Irolia known as The Great Cascade, the High Conclave of Magi are the most elite and powerful magic-users in Ha-khet, possibly the world. How one becomes a member is very elusive, though it is known that only mages of great power are invited. Their rule is unchallenged. Their law is absolute. Most would state the city is ruled very fairly, though some may admit personal freedoms are more limited than they would like.
