Baltimore has been overrun. Vitel and his men from DC have completely destroyed the city, and the refugees have fled south.   Arriving in Miami, they find a Sabbat city, wholly unwelcoming to any new Kindred - especially those from an independent city. In order to find a home, the Kindred will have to fight, negotiate, or hide to earn their existence.  

The Sabbat Scale

10 - >95% Sabbat. The Camarilla, Anarchs, and Independents all fear the Sabbat, and hide themselves beneath their Bishops, keeping their views to themselves. For any sign of dissonance is sure to lead to Final Death. Threat: Lethal   9 - 88% - 94% Sabbat. A culling can be led to cleanse the streets of Miami with little fuss or resistance. Those nights are when all neonates lock their havens tight. Threat: Lethal.   8 - 80% - 87% Sabbat. A big enough and bad enough leader of the Camarilla or Anarchs will give Luis Miguel de Mendoza and his ilk pause, but they still have the upper hand and they know it. Threat: Major.   7 - 76% - 80% Sabbat. Going unnoticed is possible, though it requires careful planning and cautious excursions where you might be seen. Even if you are caught, the correct etiquette and social cues will allow you to go about your business unimpeded. Threat: Major.   6 - 61% - 75% Sabbat. When rats no longer fear the sailors, that’s when there are far too many rats. Non-Sabbat can walk freely - openly even - without fear of reprisal on a mass scale. This does not keep them safe from individual punishments, but as a coven the Sabbat will not attack them openly. Threat: Manageable.   5 - 46% - 60% Sabbat. The Sabbat are on an even playing field with their opponents, but may be able to get the upper hand through sheer gall and ferocity. Threat: Manageable.   4 - 31% - 45% Sabbat. The Sabbat are in a losing battle. Desperation is beginning to set in and there may be more dangerous, lethal gambits put in place in an attempt to keep their power. Threat: Manageable.   3 - 16% - 30% Sabbat. Still a powerful voice within Miami, the Sabbat are no longer in control - but their voice can still be heard. For a vote on the affairs of their district, they may agree to a cease fire. Threat: Minimal.   2 - 6% - 15% Sabbat. The Sabbat are scarce now. The once feared rulers of Miami are as scarce as Nosferatu at an opera house. They have scattered to the winds and can only be found very rarely. Threat: Minimal.   1 - <5% Sabbat. Only the outskirts and deep underground still hold any Sabbat, and they are cautious to create any type of disturbances that would alert others to their presence. Threat: almost laughable.     Add half of the Sabbat Scale score of a district to any dice pools for Sabbat NPCs, rounded down.

  • Black Mass: +1 (temporary - lasts 1 night)
  • Cardinal arrives: +3 to all districts
  • Cardinal removed or killed: -4 to all districts
  • Dismantling or taking over a Sabbat-controlled business: -1
  • Sabbat taking over a neutral or vampire-controlled business: +1
  • Eliminating a Templar or Paladin: -1
  • Forming a Templar or Paladin Pack: +2
  • A new Templar or Paladin is named: +1
  • Disrupting a major Sabbat event (E.g. the Palla Grande): -1 (temporary - lasts 1 night)

Starting Sabbat Ratings

Miami - 9   Allapattah - 9   Coconut Grove - 9   Downtown - 6   Lemon City - 8   Little Havana - 9   South Beach - 9   Upper Eastside - 8   Miami-Dade County - 7  
Miami does not get its own rating - instead, it gets the average of the entire city +1. Once it reaches 4 or less, the storyline has been completed and the town is officially no longer considered Sabbat.
