Abbot Herbert

The Blackfriar abbot of the St. Moritz abbey in Brillig. He received Sigisar shortly after the city had fallen to the ratpeople. The abbey was padlocked, and surrounded by ratpeople sentries. They discussed the abbey's prospects under the occupation, sheltering people and feeding them, and the prospects of rallying the people around Sigisar. 
Herbert said the abbey would continue operating in the city.
