United Nations
The United Nations of Earth is an interstellar federal democratic republic. It was founded in 1945 as an intergovernmental organisation with the aim to keep peace and uphold international diplomatic talks. In 2088, after the Petro Wars, the United Nations was reformed as a federal state with jurisdiction over all of planet Earth.
Structure
The United Nations of Earth is a federal directorial republic. The highest authority in the United Nations is the United Nations Federal Council, comprised of 13 representatives. These representatives may be from any political party, meaning that no single party rules the UN at one point. All of the council members are equal in power, though the federal council elects a symbolic president of the federal council for a term of six months. The President of the federal council of the United Nations however is not superior in power, but functions as the official face and voice of the council for the duration of his or her term.
The planet is split into federal states. Most of these states are as they were before 2088 when they were still independent countries. They still hold at least some independence as declared in the federal charter of the United Nations, though they are also bound to the rights and duties written in that charter.
Every federal state holds a yearly election, where representatives for the council of states are elected. The number of those representatives, called "Senators", is dependent on the population of their respective states. Per five million inhabitants, one senator is elected, with a minimum of one senator per state.
Together, the senators form the "Council of the Federal States of the United Nations", which decide on matters of planetary importance.
For matters of interplanetary importance, the "Interplanetary Assembly" was founded. It is comprised of representatives from all the local planetary governments within the jurisdiction of the United Nations of Earth. The government of every planet and moon officially controlled by the UN has one ambassador to the Interplanetary Assembly. These ambassadors are also known as "Tribunes", paying homage to an ancient roman tradition. The tribunes are simply tasked with representing the interests of their government and do not vote for themselves or represent any population directly.
Political systems below the Federal States Council vary greatly from state to state. Most states however are governed by a president or council similar to the United Nations.
The executive power within the United Nations of Earth is split into many different layers. The lower layers are to be managed by local authorities. The Federal Charter of the United Nations lays out rules for the separation of powers, including rules for the executive bodies on other planets. These are in place mainly to ensure that both trials and judges on all planets and moons within UN jurisdiction are to be fair and independent.
Thus, most planets manage their own courts, varying in size and importance from very local courtrooms up to the highest planetary court.
The highest court within the United Nations of Earth is the "Interstellar Court of Justice" and is located in Zürich on Earth. It is reserved for grave violations of the Federal Charter of the United Nations. Offenders brought before the judges of the Federal Court of Justice are mainly terrorists, war criminals, and sometimes corrupt government officials.
Public Agenda
The New United Nations of Earth was founded to unify the planet Earth in peace and thus to propel scientific advances for one unified cause. The United Nations of Earth now functions as a planetary and interplanetary government. As one of the biggest factions in the Milky Way, the UN controls many planets and moons. Even though all planets and moons apart from Earth feature their own local governmental bodies, the federal council of the UN is the de facto highest authority.
Most of what the United Nations of Earth actually decide on are interplanetary laws, affecting every single citizen on any planet controlled by the UN.
