Pappy Whiskeybottom
After taking over most of the important matters from his mother, MaMaw Whiskeybottom, Pappy has become the head of the Whiskeybottom Family. He rarely ventures out of Whiskeybottom Holler in the Bosky Dells, where his family has lived for centuries, keeping to the "old ways" of the Donneshire Hills. This practice, and their centuries long ties to the land have given most in Pappy's family (and by extension many other Boskies) the feeling that they are "above the law", a notion that doesn't sit well with most halfings. Thus the Whiskeybottoms and most Boskies are viewed as backwards hicks and obstinate troublemakers.
The Whiskeybottoms resent the influence of the Elves of The Great Forest (as they resent the influence of all outsiders) as well as other regulations put on them by the formal government of the Halflings of the Donneshire Hills. In Pappy's world, "Whiskeybottoms keep to their own, as other folk should keep to theirs." For the most part, this arrangement has worked out quite well for everyone involved. There has been periodic friction but in the end it has stoppered any egregious flaunting of the law, while also turning a blind eye to smaller matters within Pappy's family.
