Ard Almiead

During the epoch known as The Sundered Age Ard Almiead was a mostly human-populated epistocracy (epistocracy is the form of government where power is given to the knowledgeable or wise) governed by a counsel known as the Collegium. The Collegium is composed of eleven members, or Colleagues. Seven of these Colleagues are representatives elevated from the most powerful colleges of The Spire of Truth, a university located at the heart of Ard Almiead’s capital, Larissa (population 50,000). An eighth Colleague represents the watch and the armed forces of Ard Almiead. Three are elected directly from the public. There is no “executive” branch and responsibilities for governance fall out along the lines of expertise. However, no major changes to laws or military actions are permitted without a majority vote from the Collegium.
  The Spire of Truth is the seat of government as well as being an institution of learning and research. The Collegium convenes weekly at the pinnacle of the Spire to pass legislation or vote on necessary actions. Almaeans, as the populous refers to themselves, live primarily in Larissa, four smaller cities (Cyrecuze, Templum, Porto de Aventura, and Paludis Oppidum, and in smaller settlements and farms scattered throughout the country. Local governments’ (councils) structures mirror the Collegium, but local decisions and laws are subordinate to the legislation coming out of the Spire of Truth.

Culture

Almaeans are proud and intellectually curious people. They like discovery and investigation. Every citizen is provided with basic education in reading and mathematics. At twelve, regardless of gender, young Almaeans are tested for aptitude and talent. Depending on their results, they are partitioned into areas of study or professions. While there are specializations and certain professions enjoy elevated status, there is little in the way of elitism. Almaeans generally (but not universally) believe that each individual, no matter their job or economic status, plays an integral role in the success of the whole. A common phrase people use to remind uppity or wayward neighbors of their place is “what does not benefit the hive does not benefit the bee.” Aptitude, rather than class, determines one’s opportunities, but not the respect one is due.
