Nouveaulyon has found itself growing too fast.  Its people demand a change from the overwhelmed centralised colonial government.  The people demand change, and discover the state's military unable, or unwilling to respond.  This begins a period of government known as the dictatorship of the mob, in which society was at the whim of various armed groups of civilians who could make demands of the system.  Nearly every month, the seat of government was seized by one, or more of these groups, who placed their own leader in charge of the system, only to be overthrown a few weeks later by another group.   While this made the administration of a large society completely impossible, this did little to slow Nouveaulyon's growth, which continued to expand and become self-sufficient. This system was unstable, and mob rule finally ended in 2209 with the establishing of the first of the United Nouveaulyon Socialist Republics.
