Samuel Moore

Samuel Moore was the leader of group of explorers and colonists who were the first to settle the planet that would become known as Tersten.  Born on Mars, Moore was a part of the early Expeditionary Corps, serving as a Lieutenant and an experienced Pathfinder.  In 2220, Moore obtained permission from the First Lordanian Republic to chart and colonise the Gavil system, retiring his commission to lead an independent exploration venture.  The resulting expedition in 2224 led to the founding of Moore, and its surrounding region. He remained on the planet until the founding of the Pinascimate Penal Authority in 2235, when he returned to Mars in protest.
On Mars, Moore was a respected veteran of the colonial era, with a sizable retirement pension supplemented by countless talks and books about the period and the process of colonisation. He remained on Mars until 2277, when at 96 years old, he met with the Tersten Government-in-Exile and helped to bring public attention to the plight of the Lordanian Cluster under the People's Republic of Lordania.
In 2281 the Republic of Tersten was founded, with Moore being recognised as an official founding figure of the planet. He returned to Tersten in 2287 following the creation of the Second Lordanian Republic, something he had actively advocated for. He remained on Tersten for the rest of his life, until his death in 2293, at the age of 112.
