One of Each
Each of the peoples of the
Orth sends one representative to the council meeting, which occurs every year at the same location. Since the people chosen are usually elders, each is usually accompanied by one of their children. Likely one who is expected to become a representative in the future. They start the meeting off by lighting a fire which they keep going until they depart. This is a tradition carried over from the first meeting which was held during a particularly cold spring.
These meetings last for several cycles and all of the attendees share whatever food they have brought with them. Once the important matters are out of the way, it usually becomes a time for sharing stories and merrymaking - a common part of any
Orth event.
The First Council
"There aren't too many of us for a land this large."
The actions the council takes in the present are very minor compared to what has been done in the past. The first time that the different peoples of the plains met to resolve disputes there were ongoing hostilities between several of them. The result of this first meeting was dividing up grazing lands for the groups that were bickering about that and a peace agreement between the factions that were fighting. While the next few meetings were spent mostly addressing disputes for those who felt they got a bad deal from the territorial agreements, that was settled too after a time.
