Who do you think moves the bards in this region?
You know of the Valtors, and VRPI, but have you heard of the Rackbarks? Who do you think organises the smugglers, tips the hats of the privateers, the family who walks the Sky Terrace, who rub elbows with the Solaris Royal Court and yet do not sully their fingertips with work or soil.
  This is a family who works in IOUs and debts. They are the people who will help you when you are in need one day, and then come back and own you the next. They were one of the families who were suspected to be holding the strings of the Natare city council before the great restructuring after the Siege of Nightmares.
 

Culture

Why resort to crime in a world without money? When hard work and intelligence can get you all you need? Sometimes a mind is too smart - can see the edges of the way things work and catches itself on the edge. It does one too many deals with an IOU and it goes, hmmm, that seems useful. It uses a bard to get influence over someone and goes 'what if all my deals were like this'?
  In truth, the core of the Rackbark family dealings was illegal and restricted tea types, and then it pressed down, coiling its vines of smugglers and connections into the rope of crime that is its stranglehold over western Solaris and the free cities. The Valtors may think they control independent thought in the area, Others might think they connect themselves through the businesses and guilds of the cities, but the Rackbarks know they control the debt market and the illegal chains in and out of their territory.

Public Agenda

In public though, the Rackbarks are humble traders. From a long line of traders they are, from Oceanus to Saburra is the claim of their trade (though to run a network that far is inefficient to the family and is just the cover for their ideals).
