Kemler

The city of Kemler is by far the largest known in Laeriss. Its massive walls tower above the walls of essentially any other city, its size is like no other, and the population is monstrous compared to the population of everywhere else on Laeriss. An estimated 2% of all the people on Laeriss are born right in the city of Kemler, many of them do not stay in the city, in fact about half of those people will move out of Kemler to some far away land, but the other half stay for the amazing opportunities it provides. People from all different backgrounds start businesses in Kemler and the trade there is monumentally amazing. Yet the truly amazing thing about Kemler is the thirteen great sanctums located in the city.

The Thirteen sanctums

Kemler has large central areas which are operated by the royal and chosen council members, called common Kemler but also located are thirteen great "sanctums", giant fortified roofless structures surrounded by thick and tall walls each with their own gates, defenses, and minor laws. The eight outer sanctums are where a majority of middle and low class "sanctum-dwellers" live and work. The four inner sanctums are usually reserved for, you guessed it, the upper classes and the rich to live and buy fancy things. The center-most sanctum is the one reserved for the royal family and royal castle of the great king of Kemler, King Marius.
"As I was entering one of the sanctums for the first time, as instructed by my client, I was astounded at the near-insanity of the detailed and confusing place. I walked around for hours asking random people for directions and not comprehending a word they said, befuddled at the map which looked like a pile of severed hair was slapped onto a board while merchants tried to grab my attention, it was quite the... experience"
-Representitive of Xports incorporated, Galinndan Starflower
The architecture of each sanctum is something not seen anywhere else in the world of Laeriss, buildings are carved into the walls themselves, giant towers of stacked, mismatched buildings are connected by wooden bridges and platforms being held together by rope and nails. Stalls and businesses are all over every bridge, street, or platform, for the uninitiated, the sanctums are like an endless and wild labyrinth of twists and turns. The inner sanctums are more organized and neat, less haphazard and certainly more safe but still quite complex to one who does not know what they are doing with their many layers and complicated stairways. At the highest part of each sanctum is where the sanctum mayor resides, with the help of representatives picked by the people they make certain laws for the sanctum but the royal council and king still have more power to change whatever they choose if needed. These sanctum mayors even have votes in the major decisions of Kemler so they are a big deal.
To a traveler entering the city of Kemler, it is complex, multilayered, complicated, and confusing and while it truly is all those things, the ones who have lived in the city the longest can see its rich history, beauty, and unique culture not found anywhere else in the world of Laeriss.

Royal council members are passed down through their lineage but chosen council members are voted on by the rest of the council, usually royal council members are held in the most esteem though even though their vote counts the same amount.
