Government
The kingdom ruled from the City of Thunder boasts not one, not two, but three royal families. The heirs of each family compete politically and in the near-constant races and games in the city for the chance to become the next reigning monarch. The positions of import within the royal court and the government at large are often appointments made for life so that the changing of the guard in the royal household doesn't necessitate a complete overhaul of the entire government. This trend becomes less absolute as one moves from more important or long term positions to those requiring less continuity.
Defences
Apart from its horses, the city is perhaps best known for its triangular shape, with palace-citadels at each point framing the walls. One of the royal families lives in each one, though the reigning monarch and their immediate family move into the palace at the center of the city instead. Though each of the three is quite impressive, the walls connecting them are less so, especially as you move towards the midpoint between a given citadel and the gate on that side of the city. As the pre-eminent cavalry power in the region, most of the city's conflicts are resolved in the field.

Leboton is the horseflesh capital of Hellenis and, some would argue, the world.

History
Leboton's history is more tame than many of its fellow city-states' are: it was simply once a small town with good horses, and over time gre both in size and quality of horseflesh until it was a major power.
