Citizen Statuses
Provisionals
Anyone who gains entry to the city via normal channels is considered a Provisional. Provisionals do not have the right to vote on a leader, and have limited rights within the city limits. An individual can become a normal citizen either by staying out of trouble and being beneficial to the city for at least two years. The current leader can bypass this stage for anyone they feel has already proven loyalty to the city. This process does require that the individual must be sponsored by at least two Venerated citizens, to show they have integrated into the society.Citizens
Citizens have full rights and protections within the city, as well as the opportunity to vote for a new leader, should the situation arise. In the situation that all no Venerated citizens purchase a given plot of land after expansion, the chance passes to all citizens to purchase said land. This, however, is very rare. Once granted this status can only be revoked due to the individual committing a severe enough crime to warrant exile.Veneration
Venerated citizens are the highest tier of citizen, with rights and privileges above and beyond normal citizens, and limited governmental power.Leadership
The title of the leader of Famine, and the Faminites, is Exalted. This is currently Zomus Chance.Structure
The Exalted has near absolute power. This power can only be overruled by a group of 12 Venerated who then lose their status and return to being regular citizens upon doing so.

Keep Famine as safe, and cultivate a population of elites in their field.
Foreign Relations
The city generally doesn't consider any of the groups in Feast any significant force, and so generally disregards them. However, they do respect their politics in so much as they won't get involved, and try to stay out of any areas restricted by them unless it is necessary.
