Exalted

The Exalted is the highest position in Famine. They have near absolute power, and can only be challenged by a group of Wandering Scavenging Party. Exalted are almost always one of the most respected and/or famous Venerated before being elected.
The position was created by the citizens of Famine as a way to stop the arguing and bickering whenever something needed to be done. The Dump is a dangerous place in general, and having a single person able to make decisions quickly when the need arises has proved invaluable to their survival.
This replaced the Council of Venerated that had previously existed before the Great Barrier was put in place.
Tihana Daylight was the first Exalted. Her choice to erect the Barrier and the quick execution of that, while the Council was still deliberating over what to do, showed the citizens of Famine that they needed a leader who could act quickly and with full authority.
