Emissary
The holiest of the holy, the closest to God, they are the Emissary of The Nameless. They bring light and cast out darkness, they are the master of goodness and scurge of death. Darkness quivers in fear and shadows recoil when they enter a room. The Emissary is the holiest of the Nameless, the most powerful in Inkallu, and the master of light.
Qualifications
The Emissary must already be a Yagi, which means they have achieved mastery over their abilities as a Nameless, and they were trusted by a majority of the council to gain a seat on it, as well as having enough support that they were elected as it's emergency head.
Requirements
An Emissary must be a Yagi, AKA on the leading council of Nameless.
Appointment
The Emissary gains their rank during a private ceremony within the council, where they are anointed as the holiest of the twenty-one, and given a ring and a Varanium dagger which denotes their position.
Duties
The Emissary acts as the emergency leader in times of crisis, taking control when things get dire and having the final say.

Responsibilities
The Emissary is just a Yagi with extra powers, as such have the same responsibilities.
Accoutrements & Equipment
The Emissary must always wear a ceremonial ring which denotes the position, and a ceremonial dagger made of the purest Varanium, the only thing that has ever been directly giften by The Nameless.
Grounds for Removal/Dismissal
They can be removed by a majority of a council deciding to call a new election for Emissary, and then electing a new Emissary. The old one can't stay in office, though they hold all the responsibilities until the new one is elected.

The Emissary is seen as the holiest of the Nameless, the one who is closest to The Nameless themself.
