History of Arcusa


The Arcusa is a criminal organization that began in Pontura following the Abandonment, when most people were still in a panic about their impending death or enslavement by devils or worse. Beginning as mostly gangs dealing in illicit goods and gambling, and with most soldiers deployed on the front lines, small groups began taking advantage of those left behind and those retreating from the battlefront. Just one step above common bandits, these unchecked gangs slowly grew into large organizations which began to compete for turf.   After the two largest families of Felshi, the Gyoro and Byrne, clashed for over two years, and the Gyoro's subsequent victory, the gangs reorganized. Seeing their traditional ways as threatened by the coming return of the armies, the criminal syndicates known as arcusa were born. These groups were more hierarchical and were founded based on loyalty and honor. The largest of them formed clans, large syndicates composed of multiple families, and usually ruling an entire city or more.   The largest current clans of Pontura are as follows; Gyoro, of Felshi, Takishi of Manhuld, and Skerret of Kotomo. Many smaller clans dot the areas between providing a buffer, or potential attacking point, into another large clan's region. Of these small clans, some make alliances, for a tribute, with the larger three in return for protection if it is necessary. Others choose to remain independent, either waiting for a better deal from another large clan, or just to retain their honor.
 

Arcusa Structure


 
The basic arcusa structure is head, their captains and lieutenants, and then a two-tiered group of lower troops; the older and younger arcusa, called "big brothers" and "little brothers" respectively. Besides the main force, family heads will usually also have law consultants and financial advisors, as well an administrative head, called a secretary.

Activities


 
Current arcusa are mainly focused on generating revenue, through both legal and illicit means. The majority of large families' income comes from gambling, smuggling, and shaking down local business. The money is then either moved to banks for safe-keeping, or placed in commercial investments.
 

Gambling


Pontura's strict gambling laws allow for personal games of chance but prohibit business led ones. Therefor many arcusa families have established large underground gambling rings on their turf. These rings are usually run in secret locations, like basements of shops or out an inconspicuous apartment building, but if the family has influence with local law enforcement, they can also be run fairly openly, commonly near the family headquarters. The games run can be traditional, such as poker or blackjack, but on occasion there may be more exotic gambling such as dog fighting.

Smuggling


Arcusa are willing to smuggle just about anything, but mainly focus on three things; drugs, weapons, and people. Illicit dugs have always been worth smuggling, and are to this day one of the fastest ways to make quick money but at a high risk. Following the firearms ban, arcusa began smuggling weapons, mostly for their own use either for hit jobs or in case of conflict with other families. Smuggling people is mostly new, prior to tax registration for all individuals, there wasn't any real way to keep track of identity.

Commercial Interests


In order to prevent all their money from being lost should any member be prosecuted, many arcusa families operate under a legitimate business and invest the many into local projects. Most of these projects are construction of residential or business districts where the family can design saferooms or underground paths for getaway. This does mean that much of a family's money is often tied-up, but they still keep hefty sums in cash stored in banks or personal safes.

Societal Views


Even under the best light, arcusa are still seen as criminals. Despite their best efforts to portray themselves as benefactors and protectors with honor, their work is immediately undone the moment it comes time to pay protection. The average person is frightened by the arcusa, since dishonoring one is a dishonor to their whole family. Many feel their best option is to accommodate arcusa and hope they go away. Some families do have better reputations than others, however, and many implement rules that prohibit attacking civilians unless certain conditions are met. Such rules aren't necessarily intended to protect civilians, but instead to prevent young arcusa from drawing the attention of the police.

Honor Above All Else


Arcusa are expected to act with respect towards their seniors and this respect is expected to extend to other clans. Honor and family come before everything else, and acting out is call for severe punishment. In the same way, failure is not a failure of yourself, but a failure in your superior for having sponsored you for the job. As such, punishment is not just for the sake of punishment, but also a show of devotion. A common ritual practiced is the chopping of one's left pinky.
