Luzhasvumekt (loo-zhahsh-voo-mehkt)

Luzhasvumekt is a title recently created for Daervulen Bahrlethier after his ascension to rule over demons, angels, and elves. A compromise between the more exalted titles the council wanted to give him and his own practicality, the title translates roughly to 'first councilman'. However, it carries connotations of a higher office, more accurately translated as a combination of prime minister, high general, and king. For elves, it also denotes a position of 'high chief' as the holder is seen as above the elven clan chiefs.   Alternatively, lu'ar, translated roughly as 'first of government officers' from the 'lar' meaning 'officer', can be used as a day to day title, carrying all of the same weight and respect, but shorted for ease of speech.

Appointment

Daervulen's status as leader of the rebel forces made him most people's first choice as leader once peace was established. However, there were enough challengers to warrant a fight, which he won, solidifying his status.    Subsequent leaders will likely also have to win a bout among other hybrids to attain the rank.

Responsibilities

The luzhasvumekt acts as the head of the small council and, by extension, the head of state for the entire council. This office has only ever been held by Daervulen Bahrlethier. Its literal translation is 'first councilman', but could more accurately be described on paper as a prime minister. However, over the years, the role has expanded as Daervulen accumulated more power.   Powers of the luzhasvumekt include the ability to propose legislation, approval of appointments to the small council, judicial authority on cases of extreme importance, pardon of the convicted, approve provincial judicial appointments, begin removal proceedings for council members, preside as final judge over national trials, and propose allocation of funds. The office also holds control over the military through authority as the head of the small council, although in practice, the armed forces are loyal to Daervulen himself. As the head of the council chambers, the luzhasvumekt may speak in the large or small council at any time and may propose legislation for immediate vote.   Originally, many powers of the luzhasvumekt were divided among members of the small council. However, over the last century, they have been steadily concentrated in Daervulen's hands. This has led to a situation where much of his power is similar to that of a monarch without anyone truly acknowledging what has happened.

History

After the success of the hybrid revolution against the demons, a new nation and government were established. In determining who would head the new government, the hybrids initially put forth Daervulen Bahrlethier as he had led the revolution to victory. However, others also thought they had a claim to leadership and a battle among the high ranking hybrids ensued.   At the conclusion, Daervulen was victorious and became the new leader of the nation.  

Etymology

Luzhasvumekt is derived from the elvish word for 'first' (luroe) and the angelic words for 'minister', 'azhashtvumekt'. A literal translation would equate to approximately 'first leader of the public'. However, it encapsulates many roles and could be more accurately translated as 'high chief', 'first general', and 'prime minister'.

While the title is used to distance the new hybrid rule from the demonic monarchy, the holder of this office is essentially a king, head of both the military and civilian affairs of the nation with a great deal of authority.    The form of address most closely associated with the rank, 'Your Grace', was bestowed by the council as a form of respect without the direct connotations of a higher position, as implied by 'Your Highness' or 'Your Majesty'.
